The rains have brought welcome to relief to the drought-stricken California mainland. But for the residents of Catalina Island, just off the coast of Southern California, the drought never left. Part of the problem is that residents can’t tap the melting Sierra Nevada snow that sustains mainland farms and cities during the warm months. Read more in the New York Times:
