Punishing landlords for keeping units empty – it could be on the LA ballot in 2020.

Four city councilmembers are asking city staff to explore ways to fine property owners who keep units vacant. They’re worried that empty apartments are making the housing crisis worse. They would use the revenue to build more affordable housing. It’s almost certain to face opposition from property owner advocates. The plan is to get a ballot measure before voters in 2020. It’s backed by Councilmembers Mike Bonin, Paul Koretz, David Ryu and Marqueece Harris-Dawson.
