Original reports say Noah Cuatro died at a community pool last week in Palmdale. Law enforcement authorities are now saying the boy’s parents were no stranger to the Department of Children and Family Services and he had some injuries that were not consistent with drowning. There are reports that say Cuatro was put in a foster home a couple years ago due to malnutrition and he was unable to walk. So far, no one has been arrested.
