The new agreement allows Orange County to clear out homeless people if they’re refusing help or if they’re in sensitive areas like airports or libraries. County Supervisor Don Wagner believes it serves many needs.

”The idea being that we have the facilities available and want to direct the folks that are homeless into the facilities where they can have shelter and can also have the services they need, perhaps to get their lives back in order and to get them off the street.”

They’re also building two new “navigation center” shelters. The agreement only applies to north and central Orange County. Cities in south Orange County are still fighting a different federal lawsuit.
