Toll lanes are now being considered on five different freeways: the 5, 55, 57, 91 and 405. Caltrans is already working on expanding the 405 between LA and the 73 and converting the carpool lanes into toll lanes, but other freeways might be added to that list over the next decade. State transportation officials believe toll lanes will cut down on congestion, but not all county officials are convinced.
