Adam Schiff, a Democrat who represents California's 28th Congressional District, talked to McIntyre In The Morning about wanting to regulate those annoying helicopters flying around the city. Schiff says, "One of the issues I take with the F.A.A.'s report... is that a lot of what they are recommending be done voluntarily, they could require be done. It's a little bit strange for them to say that it would be difficult or impossible for them to regulate, but make a series of regulations nonetheless that they say could be done voluntarily.
