The drought-busting heavy rains that have inundated California of late, pushing the nation’s highest dam to the breaking point, is also posing a systemic threat to the state’s flood control network. The Central Valley, for instance, could become a large inland lake, without all the flood controls in place. And a lot more rain and snow is on the way. Sixteen reservoirs, ranging from small to the biggest in the state, were above 90% full as of Wednesday morning, according to the Los Angeles Times.
