Areas of Los Angeles that were once majority African-American have undergone transformative demographic changes since the 1980s. Now Curren Price, the incumbent District 9 City Councilman representing the “core” Central Avenue area long-identified with blacks in Los Angeles, is facing two Latino challengers. They are seeking to represent a cluster of neighborhoods where blacks now make up just 40% of registered voters. Latinos are the overwhelming majority of the district’s residents and 48% of its registered voters, according to the Los Angeles Times.
