Garcetti says the LAPD will be working closer with neighborhoods, to ease fears that are growing among immigrant communities. 

“The LAPD will never act as a federal immigration force… because keeping our city safe means not making victims or witnesses afraid to report a crime.”

Garcetti didn’t mention President Trump by name but made references that his presidency has created a cloud of doubt and fear among all immigrants.
