(Sacramento, CA) — A package of bills aimed at reforming several police policies is getting a strong show of support from several California legislators. Assemblyman Mike Gipson says he wrote AB 11-96 to ban officers from using chokeholds and carotid restraints after the death of George Floyd.
The executive order signed by Governor Gavin Newsom to prohibit the use of both restraints expires when he leaves office. Gipson says a law is needed to make it permanent. Other bills in the package include AB 66, which bans the use of tear gas for crowd control and redefines when and how police can use rubber bullets on protesters, and SB 776 would strengthen California’s police record laws.
Senator Steven Bradford says his bill would decertify police officers for misconduct so they can’t be hired on at another police department.
