Biden says there is “zero per cent inflation”. Is he lying or does he not understand what he is talking about?

(Washington, DC) — President Biden is cheering the latest inflation report, continuing his year-long practice of trying to convince Americans that things are fine. Biden claims we had “zero per cent inflation in the month of July”. Inflation for July was at 8.5% and remains at 40-year high levels. Food prices grew 10.9 percent, energy prices were up by 32.9 percent, new vehicles jumped 10.4 percent, used cars and trucks went up 6.6 percent, and apparel rose 5.1 percent… The consumer price index for July was unchanged after a jump of one-point-three percent in June. During a White House event, Biden said there are signs inflation is beginning to slow down. The President admitted more trouble could be ahead, but contended without evidence that his economic plan is working. He also pushed the House to pass the Inflation Reduction Act that cleared the Senate last weekend–which many economists have warned will increase inflation.
