California lawmakers are debating whether to keep studying a switch from the gas tax to a per-mile fee as gas tax revenue drops. With fewer people buying gas, California could lose 31-billion dollars in tax revenue. Lawmakers are considering a bill to keep studying a per-mile fee as a replacement. It would apply to EVs and hybrids as well. The bill has passed the Assembly and is now in the Senate. Critics worry the state has already decided to add new fees, and the study is meaningless.
