A storm drain homeless encampment in South Los Angeles is now considered a hazmat zone. On Monday, people were spotted emerging from underground in the area of 88th Street and South Grand Avenue. A city sanitation crew made the hazmat declaration on Tuesday, before starting a cleanup operation. Sanitation workers in protective gear moved in to remove human waste and debris from the storm drain. Neighbors say they have reported the conditions to the city but had not received a response.
