Santa Clara County’s foster care system is under major scrutiny following the murder of a two-year-old child allegedly by their foster brother. A vigil was held Tuesday at Juvenile Hall to honor Baby Jaxon, who died this month. The child had suspicious injuries and his teenage cousin, who is also his foster brother, is accused of abusing and ultimately killing him. Jaxon is the third child in as many years to die while under the care and custody of the county’s Department of Family and Children Services. Child advocates say the county too often wants to keep families together and that can lead to children being put in unsafe situations.
