Napa could soon join a growing list of California cities restricting new drive-through businesses. The Napa Planning Commission is advancing a proposal that would prohibit drive-through lanes at most newly built businesses, including fast-food restaurants, coffee shops, and potentially car washes and dry cleaners. Supporters say the measure would reduce vehicle emissions, improve air quality, and encourage more walking, biking, and other alternatives to driving. They also argue the policy would help create a more pedestrian-friendly community. The proposal will now go before the Napa City Council, which will have the final say on whether to adopt the ordinance. If approved, Napa would join cities including Culver City, Carlsbad, Santa Barbara, and San Luis Obispo, all of which have adopted similar restrictions on drive-through development. Critics, however, contend the proposal could create additional parking and traffic challenges by increasing the number of customers who must park before entering businesses.
