Riverside County is facing a negligence lawsuit following the death of seven-month-old Emmanuel Haro. The lawsuit was filed on behalf of the infant’s three-year-old sister and alleges county officials failed to protect the children despite repeated warning signs. Attorneys claim the Riverside County Department of Public Social Services did not intervene in a timely manner and failed to follow its own child welfare protocols, ultimately contributing to Emmanuel’s death. Prosecutors allege the infant was killed by his father, Jake Haro, while his mother, Rebecca Haro, is accused of helping conceal the crime. The lawsuit also argues social workers conducted flawed risk assessments after police found a firearm in Rebecca Haro’s purse in July 2024. According to the complaint, that discovery violated Jake Haro’s probation, which stemmed from a 2023 child cruelty conviction. Attorneys contend the county missed critical opportunities to remove the children from danger before the fatal abuse occurred.
