Two landlords are suing the city of Los Angeles over its RecycLA trash pickup program
One of the landlords is Malcom Bennett, President and CEO of International Reality and Investments. He says the new commercial trash pickup system is funded by an illegal tax:
”Prop 18 clearly says the voters must approve a tax and we believe that the city misconstrued this calling it a franchise fee and that’s how they proceeded passing it through. But we feel very differently – that this is a tax.”
City officials expect to take in about 35 million dollars per year in those fees from the program, which they put in the city’s general fund budget — to pay for basic services.
And he says the service has been very poor.
“They charge us for unlocking the trash bin. They charge us for rolling it down to the curb. It’s just been unbelievably expensive and not to mention poor service – missed pickups. And when you call someone, you’re on the phone for hours trying to report a missed pick up.”
