The Justice Department has opened a civil rights investigation into conditions inside California’s women’s prisons. Federal officials are looking into claims that the placement of transgender-identifying inmates who are biologically male has created an unconstitutional safety risk for female prisoners. The probe centers on reports of sexual assaults, attempted rapes, voyeurism, and a broader atmosphere of intimidation at facilities in Chino and Chowchilla. This review follows a 2021 California law, signed by Governor Gavin Newsom, that allows incarcerated individuals to request housing based on their gender identity – a policy that applies even to those convicted of violent or sex-related offenses.
